Part II
Lavinia LEFTERACHE, Associate Professor, Ph.D., Faculty of Law, University of Bucharest, The Recruitment of Judges in Romania
The methods used to recruit judges are a sensitive issue, as they raise the question of the independence of the judiciary. Citizens view judges as the embodiment of justice and expect them to be independent and impartial throughout their entire careers, with regard to: recruitment and appointment, professional training, salaries, the performance of other activities, and the evaluation of their work. Consequently, the selection of judges, their professional training, codes of ethics, and the effectiveness of the judicial system are more than just a list of items to be checked off. All of these elements are interdependent. Progress in one area impacts the others. Each element is indispensable for building an independent and impartial judicial system.
