Ana Maria PĂTRU, President, Permanent Electoral Authority, Electoral Management in Romania: Developments and Prospects

In light of the ongoing public and political debate on the need to improve Romania’s electoral system, the Faculty of Law at the University of Bucharest organized a conference titled: “Romania’s Electoral System: Between the Need for Change and Better Political Representation of Citizens.” In her address, the president of the Permanent Electoral Authority, Ms. Ana Maria Pătru, emphasized that the main solution for improving the legislative framework governing elections in Romania is for the entire body of electoral legislation to be reviewed and consolidated into an electoral code, whose general and specific provisions would ensure, in accordance with constitutional principles, the organization of democratic, fair, and transparent elections. To this end, in early 2011, the Permanent Electoral Authority drafted an Electoral Code, which was submitted for public debate and forwarded to Parliament for review and adoption by lawmakers. Additionally, another strategic focus of the Permanent Electoral Authority’s work was highlighted: the implementation of new modern technologies in electoral processes. The aim is to increase the transparency and fairness of elections while reducing the budget allocated to organizing electoral events.
